What is the difference between PIP and DLA?

Personal Independence Payment (PIP) and Disability Living Allowance (DLA) are both welfare benefits provided to individuals in the UK. While both provide financial support for those with a health condition or disability, there are some critical differences between them.

Differences between PIP and DLA

  1. Eligibility Criteria
    • DLA – Disability Living Allowance was available to individuals under 16 and over 65, who had a health condition or disability.
    • PIP – Personal Independence Payment is available to individuals aged 16 to 64, although there are some exceptions. This award is based on a person’s ability to carry out specific daily living and mobility activities.
  2. Assessment Process
    • DLA – This was primarily based on two components, with different rates available for each, relative to the assistance a claimant would require.
    • PIP – This uses a points-based system to determine eligibility. The professional carrying out the assessment will determine points relative to the difficulty an individual has with certain tasks. The total points therefore determine the overall PIP award.
  3. Medical Assessments
    • DLA – DLA did not usually require a face-to-face medical assessment. The DWP determined if a person was eligible based on the information they had provided in the application.
    • PIP – A healthcare professional will carry out a face-to-face assessment with prospective applicants. This is used to further understand an applicant’s condition and its daily impacts.
  4. Payment Structure
    • DLA – Recipients of DLA received amounts in two components – care and mobility. The amount of benefit was dependent on the specific needs an individual had.
    • PIP – PIP is also paid in two components – daily living and mobility. Each has two rates – standard and enhanced. The amount an individual receives depends on the number of points scored in the assessment.

It is important to note that Disability Living Allowance has largely been phased out for new claimants. For eligible individuals aged 16 to 64, PIP has replaced this award. The DWP may reassess existing DLA recipients when their circumstances change or they reach a certain age. Furthermore, PIP rules and rates often change, so you should always consult the latest DWP guidance.
