The regulator of the UK telecoms industry (Ofcom) has been clear in their communications to these utility companies that DWP appointees have the legal authority to manage the billing account of the vulnerable person that they represent.

Ofcom has produced the chart below which serves as an instruction to the companies that they regulate how they must work with appointees in order to support their clients.

The Money Carer Foundation assisted Ofcom in the formulation of their guidance in respect of corporate appointeeship and continues to liaise with Ofcom about performance and compliance matters regarding telecom companies and how they treat third parties.
